Parkside Surgery, Burnley

Lea Hough Chartered Surveyors acted on behalf of the Tenant in relation to the refurbishment and internal re-modelling of Parkside Surgery, located within the historic Prestige Building in Burnley. Parkside Surgery operates on behalf of NHS Lancashire and Cumbria Health Authority, delivering essential primary care services to the local community.

The Prestige Building is a prominent landmark within the town, with a rich industrial heritage as a former manufacturing facility and significant local employer. Since its redevelopment, the listed building now provides multi-occupancy accommodation for a range of commercial and healthcare tenants, including Parkside Surgery.

The refurbishment scheme involved the comprehensive refurbishment and reconfiguration of the internal layout to improve clinical spaces, patient flow, and overall functionality of the surgery.

The works were undertaken by the Landlord, who procured the project on a Design & Build basis. Lea Hough’s appointment was to act as Tenant’s Representative, ensuring that the Tenant’s operational requirements were fully considered and protected throughout the delivery of the scheme.

Our role included detailed review of design drawings and specifications, providing practical feedback to ensure suitability within a live healthcare environment, and undertaking regular inspections to monitor progress and quality on site. We also attended site and progress meetings, liaised with the wider project team to address any issues as they arose.

A key complexity of the project was that the surgery remained fully operational during the works. As a result, the project was delivered on a carefully managed phased basis, allowing different areas of the practice to be refurbished, snagged and handed over sequentially. This approach minimised disruption to patients and staff, while maintaining continuity of care. Close coordination between the contractor, design team and stakeholders was essential to ensure that works were undertaken safely and in compliance with all relevant standards.

The scheme delivered a modernised and more efficient healthcare environment, enhancing both patient experience and staff working conditions, while respecting the character and heritage of this important Burnley building.
