Lea Hough Chartered Surveyors are proud to have played a key role in the recent expansion of Blackburn Chemicals Limited, an exciting development that marks a major step forward for the long-established local manufacturer.
The project, based at the company’s premises on Whitebirk Industrial Estate, Blackburn, saw the creation of a new factory facility following a significant, self-funded investment. The new plant will support the production of power defoamers – specialist chemical products widely used in the construction, paint, and food industries. The expansion will allow Blackburn Chemicals to increase its production capabilities six-fold, helping to futureproof the business and drive further growth.
Lea Hough were appointed as Employer’s Agent and Project Managers on the scheme, which was delivered under a Design and Build contract. Our involvement began at the project’s early stages, where we took responsibility for coordinating and overseeing all key aspects of delivery. This included managing regular project meetings, overseeing site works, undertaking interim valuations, and closely monitoring progress throughout the build phase.
Acting as Employer’s Agent, our team were also responsible for managing variations to the contract, agreeing the final account, and ensuring that the quality and specification of the finished product met the client’s expectations.
In addition, we took on the role of Principal Designer under the CDM Regulations, helping to ensure that all health and safety duties were properly discharged throughout the construction phase.
As part of the project, we were also involved in overseeing the fit-out of specialist mezzanine floors and new office spaces, coordinating the installation of these features to ensure the building would meet the operational needs of Blackburn Chemicals moving forward.
The new facility was officially unveiled at a ceremony on 24th April 2025, a proud milestone for a family-run business that has operated in Blackburn for over 50 years.
