Securing capital funding for major condition works can be a complex and uncertain process for most schools.

One of the most underused opportunities available is the Strategic School Improvement Capital Budget (SSCIB). This blog looks at this lesser-known area of funding and how schools can apply.

What is SSCIB funding?

The Strategic School Improvement Capital Budget (SSCIB) is a targeted funding stream provided by the Department for Education to support schools with serious and high-cost condition issues, and raising educational standards, particularly where pupils are disadvantaged and where those issues are linked to structural change such as academy transfers.

Unlike more familiar funding routes, SSCIB is not an open bidding programme that schools can apply to annually. Instead, it is allocated on a case-by-case basis, typically where building condition problems are so significant that they could prevent a school from joining or transferring to a Multi-Academy Trust, and where a school is in need of a “fresh start”.

Submissions must demonstrate urgent and critical need, often involving substantial capital investment, and must clearly show that the issues cannot be resolved through a trust’s own resources.

SSIB often relates to situations “where the condition or suitability of the school premises of a failing school is a significant barrier.”

What can SSCIB funding be used for?

SSCIB is focused on essential works that ensure a school remains safe, operational, and suitable for teaching and learning. In practice, this often includes major condition repairs such as roofing, structural work, and mechanical or electrical upgrades. In some cases, improvements to the suitability of spaces may also be considered where they directly impact educational delivery.

The fund is not intended for routine maintenance or lower-value projects. The emphasis is firmly on addressing significant risks and long-standing issues that require strategic intervention.

Applying for SSCIB

The process begins with a detailed assessment of the school estate to identify and evidence condition issues. From there, a robust case must be developed, supported by clear cost information and a strong justification of need.

Crucially, funding discussions take place directly with the Department for Education, and approval must be secured before works proceed. The DfE will assess the severity of the issues, the status of the school, and the financial position of the academy trust before determining whether funding will be allocated and at what level.

Once approved, projects must then be carefully procured and managed to ensure they are delivered effectively and provide value for money.
