Lea Hough Chartered Surveyors were appointed by Blackburn Chemicals Limited to act as Employer’s Agent and Project Manager for the delivery of a new factory facility at their site in Blackburn. The project was undertaken on a Design and Build basis and represented a significant self-funded investment to support the company’s continued growth.
The new factory will allow Blackburn Chemicals, a family-run business established over 50 years ago, to significantly increase its production capabilities, particularly in the manufacture of power defoamers used across the construction, food, and paint industries.
Our Role:
Lea Hough’s involvement included:
Acting as Employer’s Agent throughout the Design and Build contract.
Managing all client-side meetings and communications with contractors.
Overseeing interim valuations and monitoring development progress.
Managing and agreeing variations and final accounts.
Acting as Principal Designer to ensure compliance with the Construction (Design and Management) Regulations 2015 (CDM Regulations).
Overseeing the specialist fit-out of mezzanine floors and new office spaces.
Outcome:
The project was completed successfully, with the new factory officially unveiled in April 2025. The expansion delivers a six-fold increase in production capacity for Blackburn Chemicals and provides new operational space that supports future growth.
