Lea Hough were appointed by Preston City Council to survey and formulate a Quinquennial Report of a number of memorials and structures within Preston Cemetery. In total, the inspection consisted of surveying 151 large memorials (greater than 2.4m in height), 60 vaults and 11 large gateposts.
Quinquennial Surveys, cyclically undertaken every five years, help to ensure that historic, ecclesiastical properties and structures remain in good condition. The detailed reports that come as a result of the surveys identify any repair and maintenance work that is needed.
Lea Hough were responsible for the surveying of the large memorials, vaults and gateposts within the cemetery, which involved inspecting each memorial, identifying defects, determining differences in leans, testing structural integrity and proposing remedial actions in order to maintain the structure’s historic and local value whilst addressing any safety issues. During the quinquennial survey, information from prior inspections (conducted by a different surveying consultant) was reviewed and used as a comparable to the current condition of the memorials and vaults. Progressive movement and further deterioration in the condition of the monuments could then be identified and analysed. An inspection sheet was prepared for each individual memorial, vault or gatepost to record information on its surroundings and condition together with photographs and any recommended remedial works.
Interestingly, during the inspections, a number of additional memorials were identified which were not on the scheduled list of inspections. The quinquennial surveys were compiled into a report outlining all the details mentioned, with Preston City Council then able to follow up any remedial actions.
