Lea Hough Chartered Surveyors are delighted to have obtained Planning Permission for a large housing development on land adjacent to Blainscough Hall, at Coppull, Lancashire. The decision comes following an appeal after the original Planning Application was refused by Chorley Borough Council.
The case began when we were approached by the landowner in relation to a possible planning application for a parcel of safeguarded land. Having identified that the land may have potential for a housing development, we provided advice and entered into agreements with our two neighbouring landowner clients. The process of preparing a Planning Application was then commenced, with advice and support from NJL Consulting.
Initially, the Planning Application was refused by Chorley Borough Council on the grounds that the Local Planning Authority believed that they could demonstrate a five-year housing supply and that the development of the site would be premature.
However, we were confident in our case and decided, with our clients, to appeal the decision to The Planning Inspectorate.
At the Appeal, our team comprised various experts including a Chartered Town Planner, a Barrister, and other specialist consultants. Our appeal comprised a wide range of evidence in respect of the need for housing in the borough and the impact of the development upon the local infrastructure.
Following the Appeal, The Planning Inspectorate have overturned the Council’s previous decision and have now confirmed that Planning Approval is granted for the land, which is a great result for our clients.
The Planning Appeal is an Outline Consent for up to 123 houses, which includes 30% affordable housing. A Reserved Matters Application is required, which will be dealt with in due course.
During the process, our team have ironed-out several issues such as highways issues, ecology matters, education contributions, etc.
We will now be marketing the site on behalf of the landowners, and the site will be sold to a housing developer who will build-out the housing estate. We will of course seek best bids and secure the best financial deal for our clients, and we will look forward to seeing houses soon being built on this important site.
