Lea Hough are delighted to have been chosen to project manage the restoration of a heritage building in Padiham near Burnley. Following a tender process, Lea Hough have been tasked with bringing the building back to its former glory on behalf of Burnley Borough Council. The plans for the property, which dates from the 19th Century, include converting the ground floor into commercial premises, with two flats above.

The property, which has been newly acquired by Burnley Borough Council, lies within the Padiham Town Conservation area. The property has had a mixed history, most recently being occupied by a takeaway proprietor. The overriding project aim is to provide a fully repaired and refurbished property before summer next year.

In being appointed to project manage the refurbishment, our role will include the following aspects:

  • Survey work – inspecting the property, undertaking a measured survey.
  • Specification / Scheme Design – preparing a full package of detailed drawings (floor plans, elevations, cross sections), discharging Planning Permission Conditions, submission of Building Regulations application, preparing a detailed specification.
  • Tender / Procurement – inviting contractor prices, and providing a tender report with recommendation.
  • Contract Administration – undertaking the role of Contract Administrator to monitor the contractor on site, providing technical support, cost monitoring.
  • CDM Regulations – Undertaking the role of Principal Designer under CDM 2015 Regulations.

As the property is located within a Conservation Area, any works undertaken must be sympathetic to the age of the property and incorporate traditional material and features. Plans for the property include reinstating two hardwood shopfronts, and installing a number of timber sliding sash windows. Other external works will encompass stone cleaning and repointing works to improve the appearance of the property.

Lea Hough are also assisting on a number of other properties within the Conservation Areas, with works varying from shopfront replacements to full property refurbishments.
